I've been with BT Broadband for years now, granted I've always been on good quality lines though. I've never experienced any kind of throttling. BT Infinity and BT Wholesale's ADSL2+ products share the same backend and equipment in the exchanges and the bandwidth is huge. People should certainly not be experiencing congestion on those products. I assume there must be a local(ish) problem to your location. Maybe a "hot VLAN" in the BT Wholesale jargon. Where the BT backhaul link from the telephone exchange is highly utilised.
